The access to the fuel filter in the fuel tank is by removing the bottom of the rear seat. It is not something that needs to be routinely replaced
The fuel filter is located in the fuel tank and is an integral part of the fuel sender assembly. The fuel filter does not require replacement at regular intervals. Refer to the vehicle maintenance schedule in General Information for recommended service. The fuel sender assembly must be removed from the fuel tank and disassembled in order to replace the fuel sender subassembly that contains the fuel filter. Refer to Fuel Sender Assembly Replacement and Fuel Sender Assembly Service.

I do not know if the 2009 vibe has the same location as the 2004, but on my 2004 vibe the oil filter is between the bumper and the engine, but is above the oil pan. It is visible from both above and below and will likely be a white or blue cannister about the width of a soda can but somewhat shorter.
