Depends on the Mercury. If its carbuerated, look near the carb or actually in the inlet tube of the carb. It was hidden behind a small metal flange and flange was attached with a couple of sheet metal screws.

The filter is located behind the RH side of the carbon canister under the hood.
Mine is located on the firewall.Looks like a oil filter an has fuel lines.1991 capri turbo.
THE FUEL FILTER IS UNDER THE HOOD ON THE WHEEL WELL, LEFT OF THE ALTERNATOR.

The fuel filter is located under the hood on the drivers side beneath the master cylinder

Trace the fuel lind from the tank to the engine and the filter can be changed with special tools from the parts store.
