The fuel filter is mounted on the driver's side front wheel well, but underneath the hood.
I suggest removing the air filter (not needing to completely remove the filter, but enough to bend it out of your way), then loosening the top bolt of the filter that is attached to your injectors. (NOTE: fuel will pour out a little, but if you remove the bolt quickly, and then bend the tube upright, this will prohibit any more fuel from being lost.)
Then proceed to detach the mounting brackets from the car and filter, then go for the hard to see/impossible to figure out bottom attachment. For this, I think I used a 14 and 18mm wrench in opposite directions to loosen the filter completely. (NOTE: when removing the filter completely there will be more fuel lost as well. Altogether maybe a Tablespoon of fuel will drop onto the ground).
Assemble in reverse fashion >>>>>I just replaced my fuel filter and I busted one of the bolts. Be careful not to do the same......its difficult to spray PB Blaster on the bolt threads. I threaded the bottom fuel connection on the filter before bolting the bracket on the car. You are really blind and guessing when trying to thread. Good luck.
