There is no such dial. The fuel/air mixture is controlled by the ECU with no input from the driver.
All vehicles without a distributor (which Saturn sc is one)can not have there timing adjusted(done by the computer).

You've probably found your answer by now, but on my '01 SC-2, it's behind the glovebox door, mounted on the inside firewall.
Typically the fuel pump fuse only blows when there is a problem with the fuel pump which causes it to use too much current. In almost all situations that is a worn fuel pump with bad internal bearings.
It is in the exhaust after the converter.
A 1994 Saturn SC may not even have a radiator drainplug. In order to find out if the 94 Saturn does have a radiator drainplug, a person can take off the lower hose to see, or look in the car's manuel.
The oil capacity for the Saturn 1.9L engine is 4 quarts. The owners manual recommends 5W-30.
All s-series cars (SL, SL1, SL2, SC, SC1, SC2, SW1, SW2) have the oil filter at the right rear of the engine. If you jack the front passenger side of the car up, remove the tire and the splash shields, it is very easy to reach in and grab the filter.
