The 1984 Corvette had a 350 with a four barrel carb. The fuel filter is in the carb. You need a 5/8 line wrench and a 1 inch open end wrench. Find the gas line coming into the carb and use the 5/8 line wrench to loosen the line while holding the the fitting it screws into with the one inch wrench. Take the line loose and move it over. Use the one inch wrench to loosen the fitting and unscrew it. Your filter should be there. My advise is to throw that away and install a simple inexpensive inline fuel filter. It's a lot easier to change and it will keep the fuel line from being rounded off and causing problems.
