The fuel valve is on right side. In the 1986 sei when 1 turns on the key it goes thru the ecu then energizes the #4 and # 5 relays turns on the pump and pressurizes the system and then it will crank. If the kill switch is not in the right position it will not crank.

The fuel filter is usually under the passenger side rear of the car inline. The fuel pump filter/strainer should be in the tank and the fuel pump shutoff switch might be located in the trunk. Dodge does not have inertia/shutoff swithces.
