Yes , if the button has popped up then no power is going to the electric fuel pump , and the switch would have to be reset by pushing the button DOWN
On a 2004 Lincoln LS : The fuel pump inertia switch ( shut off switch ) is located in the drivers footwell behind the kick panel ( there is an access hole )
On a 2000 Lincoln LS : The fuel pump shut off switch ( inertia switch ) is located in the drivers foot well , behind the kick panel ( there is an access hole )
On a 2001 Lincoln LS : The fuel pump shut off switch ( inertia switch ) is in the drivers footwell , behind the kick panel ( there is an access hole through the kick panel )
The button should be DOWN , if the button has popped up on the switch the switch is tripped and no power is going to the electric fuel pump

Unplug battery for 30 minutes then plug back on that will reset the ecm
