Under the steering wheel, you need to remove the panel under steering wheel.
I have similar problem with my 1990 318i and found that the aux fan not working (if you connect power directly - it works) because the thermal switch circuitry is faulty. I have then bipassed the thermal siwitches and made it so that the fan should run when ac is on. It worked for some time but then the fan being faulty itself is drawing too much current and blowing the fuse.

If the cooling fan on a 1998 Plymouth Grand Voyager won't come it, the fuse could be blown. The fan can also be froze up.
Relays are always found in the engine bay, fuse box.
could be a fuse issue or possibly the fan motor burnt out or a belt issue
Before you begin to focus on the the fan itself, have you checked the fuse that controls the fan to see if it's burned out? It might also be that the fan switch is bad.
One would need to know the year, But on MY 85 318i it's stupidly simple. All of the mounting screws need to be removes ( sides and top), disconnect the hoses by loosening the clamps, remove the Aux. fan switches and pull the radiator out. Backwards to put it back in :)
