It is behind a removable panel located in the passengers left leg kick panel.
There are 2 fuse boxes on a 1999 Saturn SL2. The fuse for the tail lights is in the Electrical fuse box under the hood. It is located on the drivers side in front of the battery.
The tail lights and plate lights are on the same fuse, if the tail light come on it is not the fuse. Plate lights are not checked that often and it is common for them both to be brunt out when they are noticed.
The instrument panel lights are controlled by the same fuse as the tail lights which is a 15 amp fuse located in the panel in the engine compartment adjacent to the battery. The fuse is only labeled for the tail lights.

Fuse panel, under Dash, Check owners manual for exact number... (15?) To be more clear, it is the 'small lights' 10A fuse on the passenger side fuse box. If this fuse is blown, it will effect the instrument lights, tail lights, and I believe the dome lights.
your fuse is blown. car manufacturerers make the dash lights go off when the tail light fuse blows so you know it is blown.

Did you check the fuse box? Sounds like a blown fuse to me.
It should be a 15 amp fuse number 11.
Often a tail light failure turns out to be a problem with the switch.
