Its not on a fuse so to speak its a relay drivers side fuse panel at the top marked (A)

The 1996 Avalon does not use a fuse that is specific to the seat. The car uses the door fuse link for the power seat.

In a 1996 Lexus ES 300, the power seat fuse is located in the under-hood fuse box. To access it, lift the hood and find the fuse box near the battery. The specific fuse for the power seat is usually labeled; consult the diagram on the fuse box cover for the exact location. If the fuse is blown, replacing it should restore power to the seat adjustment functions.
They have a circuit breaker in the fuse panel. It's the fuse that's burned out. Power Seats are definitly a circuit breaker not a fuse. It should be located where the relays are, possibly under the glove box.
