it should be in the fusebox, look in your owners manual if you have it.

There is a fuse box under the back seat. (You'll find the battery there too, by the way) Check fuse #23 (15A) for cigarette lighter and fuse #14 (20A) for additional power outlets.
To remove the cigar lighter on a 1986 Chevy Celebrity: 1. Remove the ashtray 2. Remove the slide that the ashtray goes into. It is necessary to remove the noise panel under the dash also. 3. Reach up behind the dash and unplug the wire harness from the cigar lighter socket, then unscrew the outer shell from the socket. 4. The socket will now pull out the front of the dash. Reverse the removal process to reinstall the cigar lighter.
