You cant get 2 radio cards from the same guy. First go to the radio tower in goldenrod city. Talk to the reception lady on the right on the first floor she will give you a radio card. next further on into the game, when you are in the kanto region, talk to the guy at the radio tower in saffron city. he will give you the 2nd expansion to your radio card. If the radio tower isn't there go to one of the major citys in kanto because i cant remember which one has th tower.
