It's on the floor to the left of the brake pedal. You turn it on and off with your foot.

On the '92 sunblrd SE the power for the lights to from fuse to headlight switch to dimmer switch to bulb, no relay involved.

Possibly the dash light dimmer, located next to the headlight switch, is turned down. Turn it to brighten the lights.

Check to be sure that the headlight switch knob, has not been rotated to turn off the dash lights. This knob acts as a dimmer switch, when rotated. This feature of the switch works on a rheostat. This can also be broken or corroded. If all of this checks out there is also a fuse for the dash lights. check the fuse ,if not the fuse replace light switch
Inside the headlight switch.
Disconnect the battery. Disconnect the air bag system. Remove the steering wheel. The dimmer switch can now be replaced.
Its the dimmer switch bad.
If your high beams still work it is the dimmer switch.
possibly a bad headlight switch, or dimmer switch. Some later model buicks have a lighting module under the dash about in the middle. I think yours is too old to have that though.
