The heated mirrors on my 1999 Subaru Forester are controlled by the rear window defogger switch which is located in the dashboard console above the heater controls and to the right of the hazard flasher switch. I'm not sure whether the heated mirrors were optional on the early Foresters or not.
Anyway, the heated mirrors (and the rear window defogger) will stay on for about 15 minutes when you press the switch. You can turn them off before then if everything has defogged already. Also, the switch only works with the ignition on.
The 'defroster' switch will initiate the defrost on all areas Subaru has equipped w/ heated mirrors/ windshields.
probably water intrusion in your switch assy.
Turn signal lever assembly can be replaced without removing the steering wheel. See instructions at the attached link question about replacing the headlight switch on a 1999 Subaru Forester.
Normally this is caused by a defective brake light switch or one that is out of adjustment.
According to the 2004 Ford F-250 Owner Guide the heated outside mirrors are heated automatically , there is no switch to turn on

Not sure of the actual intent but in the S10 Blazers the power heated mirrors are turned on with the same switch that turns on the rear window defogger
'the rotary switch in the drivers door has 3 positions "R centre and L" if it is in the centre then his only turns on the heated mirror facility twist it to r and you can then use the switch as a joystick to move the mirror up down in out. move the switch to L to move the nearside mirror'
My 2000 model has a switch on top of the steering column for leaving the parking lights on when the engine is off. I don't know if the 2001 has one also, but if it does, try switching that.
It's a switch near the gearstick, which when pressed, turns on an amber warning light on the dashboard. The function of it is to hold you in a particular gear - for going downhill and such. To get rid of it you just need to flip the switch.
On my '86, 300zx NA, the rocker switch on the console turns on the heated outside mirror (drivers side).
