Go down the street until you get to your first underpass. The package is on top of the bridge that goes over the street. It's on the left side of the bridge - the hard side to get too. I haven't gotten the package, but I can get into that center area of the bridge. As you go up the ramp on the right side, the wall is short but gets taller. If you go fast you can "rail slide" up it to the center of the bridge.i use the truck to get it is more easier with the truck.
edit: the best way is to use the tank. go up the right side and using the ramp, the tank should easily make it to the grassy area. its a push to do it fast enough, but that's how i got mine. cheers
