I am having the same problem with a 1994 model. The high beam indicator is also on. I believe it is related to the daytime running lights because when I turn on the headlights the lights get brighter. As I understand it daytime running lights are the highbeams at about 50% power. I need to find where that relay is and test/replace it. wish me luck...

To change the high beam indicator you have to take the instrument cluster out of the dash.
The high beam indicator light will be located on the right side of the instrument panel. It is in the same housing as the check engine, choke, brake, and seat belt indicator lights. The high beam indicator is the only blue one, making it easier to find.

The computer attached to the under hood fuse box controls the headlights. You have a wiring issue between the computer and the lights.
The indicator bulb may be burned out.
Yes....every car since at least the 50's and 60's have a high beam indicator.
That sounds like problem in the cluster. The high beam indicator is cross wired to the check engine light when it shouldn't be.
It is generally a small blue light that illuminates in the dash cluster notifying you that your high beam headlights are on.
