Reverse switch defective or loose. Located somewhere on the shifter. Check your fuses.

I just fixed this problem , it was my daytime running light module
The problem may be the electronic module that controls your daytime running lights. If there is a plug to the module, unplug it and the hi beam lights will work. The Hi Beam light indicator may not work now though until you replace the module.
High beam-9005 Low beam-9006
A DLR module is commonly used in cars. Its function is to control the daylight running lights and or switches the lights when starting the engine and dims when the normal beam is switched on.
The high beam fuse in a 1995 Chevy is located in the fuse box that is under the hood. The box is located on the driver's side fender wall.
The low beam portion has likely burned out

I had this problem on 2001. Their is a module on the front of your fuse box on the right hand side of the vechicle. Disconnect the battery and remove the 4 hex screws that hold the module. Their are lots of pins and they become worn or corroded. Reinstall module. Re hook battery cable and then get someone to turn the lights on. If they still give you the same results, wiggle the module, but do not pull it out. This curred my problem and hopefully helps you.
The daytime run lamps are your high beam bulbs with a module that cuts the amount of amperage that just dims the bulbs. Just change high beam bulb.
