There is no horn relay. The horn is powered by the TIPM (totaly integrated power module). check for power at the horn it self.

No, it is not a problem with a fuse. May be a bad relay, or horn switch.
I have a 1992 Toyota pickup, Had a HARD time finding the horn relay myself. The horn relay on my 1992 Pickup is located on the drivers side, to the right (or towards the front of the truck) of the small fuse block that has an access panel door on the kick panel, you have to remove the kick panel to see the relay, in my case it was just unplugged, plugged it back in and horn now works. The relay has printing on it and it says "HORN RELAY" Good luck! Laterz, Len P :) I would like to find the Fuel Pump relay on my 1992 Toyota pickup.
What relay are you trying to replace? (what does it operate?) horn
The fuel pump relay is in the distribution box under the hood. It is located between the horn relay and the shut down relay.

The horn relay on a 1992 model is on the fire wall, under the long cover. My relay would click, but would not blow the horn. My wife pressed the horn button while I put my hand on each relay until I found the right one.

Today car have many relays to control the high current, so which relay are you looking ????. headlight, horn, .....
If you have replaced both the fuse and the relay I would suggest looking at the horn itself. I used to spray WD40 or equivilent into the horn and tap it with a hammer. The internals may have frose due to moisture or lack of use.
