The horn relay is under the airbag in the steering wheel. Best to let Saturn dealer fix it.
The relay on 96-99 saturns are mounted to the horn.
A 93 Saturn does not have a stater relay.

The horn itself is faulty....remove it You will see rust around the base of the horn There is a green area with rivets in it these will be rustes causing the horn to be inop....That or the orange wire to the horn is poinched and broken about 4-6 inches from the horn connector
In the first generation SC2 the horn is located in front of the radiator.
What year is this vehicle? The horns are pretty bad for corrosion due to moisture around 1996-1998. A lot of the time the horn shorts out and takes the horn fuse under the hood with it as well. You made a horn and a fuse. Check the connector to see if it is green from corrosion.
Both, it must be grounded and must have power.
I've replaced mine twice now. The switch pads built into the steering wheel on my 97SC2 each have two small 'bubble' contacts (one at the top and one at the bottom of the switch). Pressing either switch will make the horn relay cycle and the horn blow. 97s are one of the years that have the relay integrated on the horn bracket (both located under the drivers side headlamp). If your model has a separate relay, it will be in the under-hood fuse block alongside the fuses. There is also a small chance that the 'clock spring' is bad. The clock spring is a set of wires that sit under the air bag on the steering wheel and carry the light switch, horn, etc wires (It's how the horn and switches can work while you are turning the steering wheel). Don 't forget to check wiring for chaffed wire or loose ground connection. Factory Switch runs $32, Horn (with relay) $50, clock spring $120 Good luck
I just changed the relay on my 99 sc2. It is a standard shift and i found the relay by following the wires from the cluch pedal safety switch. But basically on the 99 it is up under the dash on the drivers side taped to the wire harness. It was covered in black electrical tape.
The blower resistor is under the dash pad on the top of the heater box
1993-2000 ide go with 1994-1999 somewhere in there would work nicest
Thre starter "relay " is the solenoid on the top of the starter. There is no relay in the fuse block for thwe starter i looked and cant find it there i called a parts store and they said the starter relay is differant than a soleoid The starter relay is under the dash pad just to the right of the instrument cluster. Its a 5pin relay mounted to the dashboard wireing harness
