The hovercraft (hover board) is in the attic of the mill (Ye old Rumour Mille). You can't get to it from inside.
Inside the Mill, you have to pull down the rope to unjam the gears. Then you have to go outside the mill and jump on the windmill arms to turn them counterclockwise. That will open the dome on top of the mill. Jump inside and the hovercraft will be there. You power it with the manure.
Then, go outside to the swampy area and you will see the hovercraft. Control it by moving your mouse left and right.
