On an American 65 VW Bug the ignition switch is mounted on the dash and on the European model its mounted on the steering column.
Did you replace the ignition switch? Not the key tumbler but the actual ignition switch. If so, you have a wiring problem.

The switch to operate the horn on a 1965 Ford Mustang is located at the center of the steering wheel.
It is located 65 degrees west of the Prime Meridian.
on any aircooled bug, the starter is on the passenger side of the transmission. just above the passenger rear axle. it is connected by two 17mm bolts

It's called the ballast resistor.
I can't imagine why you would need a diagram, there are only about four wires in the VW bug engine compartment, coil, and generator.(if it's not a bug I am not sure)

Check the ignition control module. It seems to be a weak point.
It has a flash point of about -50° F (-65° C)(lowest temp ignitable). The ignition temperature is about 495° or autoignition which it can go off without external spark source.
