No, that's not correct. The INTERIOR fuse box is located under the dash on the left side of the driver's footwell. There is another box located in the engine compartment on the passenger side just aft of the battery that serves as a power distribution box. It contains high amp fuses and relays.
Also, a "quarter panel" is the rear side body work of a vehicle. Up front, these are called the fenders. Fenders are bolted onto a vehicle. Quarter panels are welded onto a vehicle.
