This procedure is for 2002-2005 models.
The module is a ~3" x 5" black box located approximately 12" forward of the ash tray and 2" below the ash tray level.
To reset/program key fobs (module needs to be removed/loosened):
Total time: 1.0 - 2.0 hours.
Mechanical experience level required: moderate
The radio/heater faceplate needs to be removed. Pull the heater/fan control knobs straight rearward & set aside. Slide the ashtray out a little and stick a flat blade screwdriver under the panel at the bottom edge & get the bottom edge to move towards the rear of the car. Continue getting the panel sides to pop off on the way up to the top... and the upper portion comes out last.
You should unplug all the electricals & set the panel aside. Plugs typically have a side that needs to be squeezed to let the plug come out (plug release/catch).
You'll be able to see the module now, mounted to a metal bracket. The bracket is attached to a vertical support and is held on by two 10mm nuts (that face the drivers side). There is a small toggle switch on the forward side of the box, this switch will need to be manipulated to reset key fobs.
The toggle switch is inaccessible with the module in-place, due to there being a ~1" tall horizontal bracket directly at toggle switch location. (I tried with a dental pick tool to squeeze in the slim space & manipulate the switch, no luck)
To remove the module:
Access to the two 10mm nuts is easiest from the driver's side floor area. Remove the under steering colum plastic panel. There's a few obviouis phillip's head screws that need to be removed and one at the upper-center portion when the switch panel on the left side (pry out switch panel, start at lower edge). Pull plastic panel directly rearward (not down). There is a rubber ring around the ignition hole needing to come out at the same time.
Now to the center panel. Loosen phillips head screws for the central plasic panel on the dash (below radio area) & adjust out of the way a little. With a ratchet, 6-10" ratchet extension and 10mm socket... lay down in the driver's side footwell area & you'll be able to access the two nuts holding on the module. The lower one is pretty low & easy to lose the nut. Module may need to be slightly pried towards the passenger side.
To reset key fob.
Insert key & turn ignition to "ON", wait 5 seconds & set module toggle switch to "SET". Press key fob "LOCK" button for 1 second (and any additional fobs). Set module toggle switch to "OFF" and remove key. The switch is slightly inset and in a small opening, I suggest having a small instrument (jewelers screw driver) to manipulate the switch. (Vehicle doors may need to be closed for the above procedure?) Test fob(s).
You now know how hard it was to get those two module mounting nuts off. There's so much room in the module area, I decided to just let the module be loose in there (in case I have to ever reset another key fob... it will be *much* easier. If you want to do this, maybe tape it down or stick a little padding around it. I don't think it will rattle around. Do this at your own risk.
Reassemble & you're done.
The keyless entry module, on your Ford automobile, is located in the engine compartment. The module is bolted to the firewall.
THE KEYLESS ENTRY MODULE.
According to AllData, it is located behind the IPC.
The keyless entry module on a1998 Honda Accord is located underneath the dashboard. It is housed on the driver-side the of dash close to the main relay.

The remote keyless entry module on the 2004 Kia Optima is located under the driver's side dash. To find it, open the door and look up under the dash.
The keyless entry module in this car is located inside the trunk, behind the driver Taillight recessed in the quarter panel. You will have to remove the felt panels inside the trunk to gain access to it.
The ignition switch, also called the wireless control module, is the keyless entry computer and receiver.

It is located in three places. First, On the keypad entry code identification card (credit card), found with the owner's manual at the time of sale, which appearantly you do not have. Second, in the memory of the keyless entry module, which the dealer can retrieve for you with a scan tool, and third, on a sticker located on the keyless entry module, the location of the module depends on what year Windstar you have.
