If you are talking about the one on the cover of the game, she was just a girl the developers created to advertise the game and give it a more creepy feeling. There is a part in the game, though, that she appears. When you first learn about the taking pictures option to see the ghosts, you can photograph a swing set to see the girl from the cover.
