The motor is located behind the glove box. just take shelf out and you will see it.
I have a 2003 Lancer ES which had a bad blower motor. Replacing it at the dealer cost about $400 including parts and labor 2 years ago.
Follow the thick red cable from the positive terminal on the battery. It leads straight to the starter motor.

HEATER BLOWER IS IN PASSENGER FOOTWELL .MOVE THE PANEL BELOW THE GOLVEBOX DOWN AND THERE IS A DOMED PLASTIC PANEL .THATS THE MOTOR 3 SCREWS HOLD IT IN PLACE.JUST REMOME SCREWS UNCLIP WIRE AND REPLACE
It's located in the engine compartment on the passenger side up against the firewall. You must remove the cover to expose the filter where the blower motor is located. Must remove many screws to remove cover
