On the U.S. 2004 Civic EX, if you put your foot on the gas pedal, it is above and to the right of your ankle. It looks like it is attached to the center console on my Civic EX.

It should be found under the drivers side of the dash.
The connecter is located under the dash on the driver side.
OBD2 connections are usually located underneath the steering column. This could vary from car to car, but it's a good starting location.

In my 2004 Chevy Aveo LS, the OBD-II connector is against the panel closest to the driver's knees above the brake pedal.
