You first have to do the quest "Rune Mysteries" to basically teleport to there. Please note that that is the only way to teleport there. Then, you right-click either Aubury in Varrock in the magic shop or Selridor in Wizards Tower and click the"teleport" option. It will take you to a mystical place. Go to a direction and you will see a sort of grayish rock. Start mining! (P.S I reccommend you to the Aubury path because it has a bank and the grand exchange.) P.S. this is rune essence. if you want to mine Rune ore, you must go to the wilderness and mine in the pits there. but if you do, there is a risk you may get killed by higher level ghosts and spirits.

∙ 8y agoIt is in the top of the wizards tower right below dranor village. you have to go to the portal on one of the top floors. i and in case if ur gonna ask if its ONLY for members its for NONMEMBERS and members k hope it help
