There is no man with mystery gift in Fire Red and Leaf Green. To enable the feature to accept Mystery Gifts go to the Poke Mart and fill out the questionnaire on the counter with the words:

LINK TOGETHER WITH ALL

Once you have done so, the Poke Mart salesperson will take notice and tell you that now you can access mystery gifts.

Sadly this feature is only available to those very few ultra rare users of the wireless adapter, which is a pain to get nowadays.

Unless Nintendo schedules another Pokemon event compatible with the already forgotten Fire Red and Leaf Green games, in which case you receive new data by using the mystery gift option. I should also mention you NEED a wireless adapter for this too.
