The 1995 Chevrolet Van neutral safety switch can be located on the top of the transmission. The switch will be just below the shifter.

You can't. There are 2 many other electronic devices that run through the switch. You must replace the switch.

The switch is on the side of the transmission near the shifter linkage. Unplug the wires from the switch, unbolt the switch and remove it. The cover under the car and the battery may have to be removed to get to the switch and wire connector.
It sounds as though your safety neutral switch has to be adjusted. It has an adjustment kind of like screw that you can adjust. I suggest having someone that knows what they are looking for on it to do it. I had my safety neutral switch replaced and it did the same thing until I took it back and they re-adjusted it.
It is located on the drivers side of the transmission. You will have to remove the linkage to replace it. There should be directions with the new switch.
