The neutral safety switch is located on the clutch pedal. This switched is used so as a safety so the car cannot be start in gear. Reach under the dashboard to unplug the switch from the harness.

Check for loose or corroded battery cables Bad starter solenoid? Bad starter? Seized engine? Bad neutral safety or clutch safety switch? Ignition Switch?
The 96 Neon sohc does not have a pump reset switch. Some vehicles do have a reset switch for safety in an accident.
