The neutral safety switch on the 99 dodge neon is located on left, front side of the transmission, as viewed from the drivers seat. It is under the battery box, requires about a 15/16's socket to remove. it is accessible from underneath, and it has three prongs all in a row. This switch is easy to test for continuity, and I am told it is possible for a bad neutral safety swith to cause a "no spark" situation. But I have not confirmed that, I just heard that. good luck. The Neutral Safety Switch is located on the top of the transmission under the brake booster. It is clearly visible (from the correct angle).
