That year model did not use are have a crank sensor.
My 1990 Lumina 3.1 had the same problem and it was caused by the crank sensor.
The oxygen sensor is usually mounted in the exhaust manifold pretty close to where the exhaust pipe bolts on.
on my 1992 lumina z34 its about 5 inches from top on passenger side of car directly below radiator fill spout

To change the O2 sensor on a 1995 Chevrolet Lumina, first, locate the sensor, which is typically found on the exhaust manifold or exhaust pipe. Either a O2 socket & ratchet or a 22mm wrench. Best find out which sensor first as you could spend lots of money guessing
