In Office 2007 it is in the top left corner of the screen. Click on the office icon (circle).

I believe you press Alt + F to access the Office Menu <><><><><> That actually only brings up the file menu for the application that currently has the input focus. It does not necessarily work for any arbitrary application having the focus. It probably depends on which version of office you have, and what version of windows you are running. In my case, Office Pro 2007 on XP Pro, I do not see a global shortcut key to get to a "master" office menu. If someone knows, please refine this answer.
Ctrl+F2 might get you there. Usually it is located in the print menu or on the Office 2007 shortcut menu.

Microsoft Office has the largest selection of menu templates online. If one cannot find what they are looking for at Microsoft Office another place to check would be the Adobe site.
The Post Office has a website so I would think there is a menu item for complaints.
