There isn't a vehicle speed signal wire on a 2007 Sebring. The transmission computer uses its input and output sensors to factor vehicle speed. It then transmits that message over the communication wires of the vehicle.

On the automatic the computer factors vehicle speed using the output speed sensor on the front of the transmission. On a manual it should be on the housing where the passenger side axle shaft goes into the transmission.

Yes it has two Vehicle Speed Sensors. The 1st one (VSS 1) is mounted to the right side of the transmission, near the rear of it. It measures rotational speed of the transmissions main output shaft. VSS 2 is integrated into the gauge cluster in the dash and senses rotational speed of the speedometer cable.
The VSS (Vehicle Speed Sensor) is located on the transmission. If the speedometer is not working, it is rarely the VSS causing the problem. I would first check fuses and the ECU
