The PCM relay is relay # 4 in your power distribution box in the engine compartment , also in the PD BOX in location # 6 is a 10 amp mini-fuse for the powertrain control module and in location # 8 is a 30 amp mini-fuse for the PCM relay . Ford recommends disconnecting your battery before servicing fuses/relays in the PD BOX which means your Ranger has to re-learn its idle etc.

On a 1997 Ford Ranger : The PCM location should be the same as on my 1995 Ford EXPLORER ( if you look in the engine compartment at the firewall you should see where the wiring harness is bolted to one end of the PCM , it is towards the passenger side of the vehicle , and most of the PCM is " hidden " behind the glove compartment )
the pcm is located along the upper edge of the firewall in the engine compartment..
Electrical power to your Powertrain Control Module ( PCM ) ( I believe if you look in the engine compartment you will see one end of the PCM as it passes through the firewall , it has the wiring harness bolted to it , just below the base of the windshield ) Most of the PCM is " hidden " behind the glove compartment
