When you open the door on the top level, in the back of that room there should be an elevator. Go down it, and you should be at headquarters. Then open the staircase, and there should be another opening for a larger elevator. Go down it, and run around, and you should find a power switch on the left. Hope I helped! :)

The Power switch for "Five" is located in the third floor of the pentagon, refered to as "the lab" by most players. You will have to go through the unlockable first floor hallway, then the elevator, then the nerve center, and down the second elevator. then its easily found.
