The reservoir on a 95 Neon should be on the passenger side of the engine bay. It is near the front at the radiator.

Yes, if the belt driving the A/C was driving anything else. See if Dodge sold the 1995 Neon without A/C. If so use that belt layout. The AC and power steering are run on the same belt. my 95 neon lost the AC a while ago and the belt was simply replaced with a smaller one that just drives the power steering and leaves the AC out.
