I have a 2000 jetta gls, and the Power Steering fluid tank is located on the p[assenger side in the engine compartment next to the fuel lines and the washer fluid tank, it has a green lid with a picture of a steering whel on it, hope that helps.

In the power steering fluid tank
in the reservoir on the left side of the engine bay between the coolant tank and the washer fluid tank - it is a black tank with an yellow or orange top - use a large flat head screwdriver and unscrew the top. Add Pentosin CHF 11S Synthetic Hydraulic Fluid or equivalent - I heard that Valvoline synthetic power steering fluid will work.
Your power steering fluid may be low. The tank is near the battery. your belt may need changed they go bad around 60 to 70 thousand miles or it could just need tightend

The BMW 318i has a tank inside the engine that houses the power steering fluid. This tank is near the oil cap.
Integrated into the power steering pump on the top passenger side of the engine.

If you insert the oil in the tank, where power steering fluid should be, then yes, it´s harmful.
