It depends which "pulley" you mean. Drive pulleys are on the front of the engine.

To replace the idler pulley on a 1998 Mercury Villager, first, disconnect the negative battery terminal to ensure safety. There is no such thing as a 1987 Villager, I assume you mean a '97. The water pump is in the center of the engine in front, behind and above the crank pulley. To remove it requires that the crank pulley be removed, which may require special tools.
If the idler pulley is frozen, it is high time to replace the timing belt and the idler. And while that job is being done, consider replacing the water pump and thermostat.
