its on the left hand side of the radiator but not very easy to get to My apology, it is a 1996 S10 Chevy Blazer instead of a 1999 Chevy Blazer. Drain the radiator in the 1999 Blazer. Loosen the hose clamps at each end of the radiator hose. Gently twist the hose and pull the ends to break free. Replace with a new hose and clamps.

When you face the engine, standing in front of the truck, look down on the side of the radiator cowling. You should see the drain under the transmission line where it enters the radiator. The only way I could reach mine was to remove the radiator cowling and use a pair of needle nose pliers to turn the pet cock valve to drain the radiator.
