No there is not.
If you are talking about a fuel pump reset button, it doesn't have one.
you push the reset button on the back of the ECU.
GM does not use inertia / reset switches.
Chevrolet does not use reset buttons.

Popping noice on my 97 bravada
This is for a 97 Blaazer but it is the same procedure as I used it to replace the switch in my own 97 Bravada.

On the right side of the floorboard, front passenger seat there is a triangular shaped piece of plastic. Remove this plastic, there is the reset button behind it, firmly press down the button to reset

On a 97 Escort there is a small maroon button on the front of the fuse that pops out if tripped. You just push the button in to reset it. I assume it is the same for the 99 Escort.
