Where is the safari zone on emerald Pokemon emerald?

Go to Lilycove City then head west soon you will see a building this is the safari zone a cool thing about it is you can find Pokemon you normally can't catch anywhere else also after beating the Pokemon league you can enter a secret area where you can catch Johto Pokemon.
