There are a number of different secret rooftop places in buildabearville. If you mean the secret rooftop coffee shop, then you need to go to the ordinary coffee shop and click on the orange cat picture on the wall to the left of the screen; in doing so it automatically takes you there. If you mean the rooftop section to the Bearville Outfitters store, then you need to go to the Town Square and click on the small red trampoline on the floor to the side of the Bearville Outfitters store.
