She needs Scripture because She inherited the Old Testament from the Jews, ultimately from God, and Tradition gave Her the New Testament. They are both the Word of God, which means that, in a very real sense, they are Our Blessed Lord, Jesus Christ. But in the end, Tradition (with a captial "T") is what God gave us, all Scripture came out of Tradition and the New Testament expressly tells us that we must abide by Tradition and Scripture.
