After you first walk in mt ember if you go right you should see the secret entrance the rockets made for you it only appears after getting the national dex. Defeat the rocket grunts then go inside the secret entrance use the HM Strength to help you navigate through the cave once your at a part where you can go down or right go down that way you can reach the area where the Ruby is.
