The seed guy is actually in one of the first areas. Go to the Deku Palace and enter one of the side doors. I forget which one it is, but it's not the side with rows of crops planted near the door. Make your way through the maze and there's a hole at the end. Fall in the hole and make a right. He's sitting there.
