First, you go to shoal cave(north of mossdeep city) then you talk to a man and you don't have to surf or anything yet he should be on land he tells you to get him a few things that you find through out the cave if im correct the items are 4 shoal shell and 4 shoal salt. and both of the items wont apear at the same time you have to go in and out at different times. once you've found all the items go back to the man you met at the beginning and he will make you a shell bell.
Pokemon suggested to use through out shoal cave: Tropius between lvl 35-45, Manectric between lvl 35-45, Swampert between lvl 35-45, Pikachu, Grovyle(im sorry i do not know the final evolution of treeko), Or any electric, grass, water will do the job
The Pokemon located in the cave are Spheal, Zubat, Tentacool all lvls 20-40
