If by this you mean the dracolich pet, you must first buy a baby red dragon pet from Aria's pet shop or Galanoth's dragonslayer shop and then you must /join death. There you must accept the quest "turn a red baby dragon into a dracolich." When turned in, the pet will be given to you.
