Rhoswen is in some pine trees in chillton, snow isle. Go to the snowman by the frozen pond and there will be some pine trees with an opening down in the middle.
She should be in the opening.

You can take the boat to Snow Isle docks from Art Isle, Crystalton (Ice Isle) or Earton (Horse Isle).

As a matter of fact, it is attached to Snow Isle."XMas Isle" as a lot of people call it is the small isle "lumped" onto Snow Isle, towards the top of it.You can get to Snow Isle by using Earton's docks. Then you have two options:Walk all the way to Snow Isle; then cross the bridge... orTake the wagon directly to Christmas Isle.

How do you complete Pucks Midsummer Adventure on HorseIsle?
You will need to be able to get to Cloud Isle to complete this quest. Therefore you need 75% Quest Points!First, talk to Puck on Saddle Isle. Cross the bridge from Rider Isle to Saddle Isle. He lives under the first willow tree that you see. Puck will ask you to deliver messages to the following six fairies: the Snow Fairies, the Jungle Fairies, the Cloud Fairies, the Water Fairies, the Forest Fairies, and the Flower Fairies. I've arranged the quest into steps below.The first fairy, Rhoswen, is located on Snow Isle. She will need you to get her 10 candy canes, and a geode. The geode can be found in a rock pile towards the north-east corner of Snow Isle. Stand on the rock pile and use your magnifying glass. After you have found the geode, and the candy canes, give them all to Rhoswen. She will then send you tot he largest isle connected to Jungle Isle, near the woodworker named Xamba.The Jungle Fairy is north of Xamba, and a little bit to the left. Oren, the Jungle Fairy, will need you to get 5 ebony logs, and 20 ferns. After you have those items, return to Oren. He will then send you to Cloud Isle, so you can find the cloud fairy.The Cloud Fairy is on the main isle, near the sparkling trees. Sylph (the Cloud Fairy) will need 5 silver linings, and 10 sparkling feathers. After you have found or purchased those, return to Syph. She will send you to Horse Isle to find the water fairy.Nerida (the water fairy) is to the left of the pond in the center of Appleton. Nerida will ask you to get 12 apples and take them to the unicorn in Tail Forest. After you get through the maze, return to Nerida. You will then be sent to find the Forest Fairy on Tail Isle.Foster, the Forest Fairy is in the center of the little forest towards the west end of Tail Isle. He will ask you to get him 12 cattails and 10 pieces of cotton. When you have those, return to Foster. He will send you to Flower Isle to find the Flower Fairy.Blossom the Flower Fairy is on the west side of Flower Isle, underneath two purple mushrooms. She will need 3 honeycombs and 10 bunches of wildflowers. Once you have those, return to Blossom. Then head back to Puck!Rewards: 2 pearl necklaces, 1 Topaz Necklace, 250 Quest Points
