you first need to go where you see regigas and the person near the door wont let you in and the snow point city gym leader (which is female) comes and she say let him pass and the person near the door lets you in and then you go in and go back out side and then snow point city gym is available.hope this helps if it doesnt ask someone else;).It worked for me and i clocked the hole game heaps of times
